A lead-based paint disclosure form is required under Federal law (42 U.S. Code § 4852d) for any residence that was constructed prior to January 1, 1978. Before this date, residences were allowed to be painted on the interior and exterior with toxic and hazardous paint that contained lead. This type of paint is known to stunt the mental growth of young children among other side-effects (see Lead Fact Sheet).
